The Data Center Wants Its Own Power Plant
Behind-the-meter generation, restarted reactors, and gas turbines in the parking lot: the campus is becoming a utility.

The traditional data center was a polite grid customer: it filed an interconnection request, waited its turn, and bought electrons like everyone else. The AI campus is done waiting.
The clearest expression of the new mood sits in Memphis, where xAI stood up Colossus by rolling in fleets of mobile gas turbines while grid upgrades caught up — generation first, permission later. In Abilene, the Stargate site paired its buildout with dedicated gas capacity on-site. Across the industry, "behind-the-meter" has gone from procurement footnote to board-level strategy.
Three flavors of energy independence
Restart what exists. The fastest firm power in America is a reactor someone already built. Microsoft's 835 MW Constellation deal to restart Three Mile Island Unit 1 — now the Crane Clean Energy Center — set the template, and every intact retired unit in the country has since been re-examined. Palisades in Michigan reached restart first. There are not many more of these; the queue of restartable reactors is nearly exhausted.
Build gas, apologize later. Gas turbines are the pragmatist's answer: dispatchable, sited on private land, permitted faster than transmission. The constraint has become the turbines themselves — GE Vernova and Siemens Energy backlogs stretch years, and a secondary market in used turbines now exists that resembles the 2023 market for H100s.
Underwrite the future. Google's 500 MW agreement with Kairos Power, Amazon's X-energy investment, and a string of SMR offtakes are bets that small modular reactors arrive in the early 2030s. None of it powers a training run this decade. All of it is an option on the next one.
The utility model inverts
Step back and the pattern is bigger than procurement. Compute campuses are acquiring the capabilities of utilities — generation, substations, even transmission advocacy — while utilities discover that a single customer can dominate their load forecast. Regulators are caught between ratepayers who fear subsidizing hyperscale growth and states competing desperately to host it.
The data center began as a building that bought power. It is becoming a power project that happens to contain servers.
The long-term equilibrium may look like the industrial history of aluminum smelters, which co-located with hydro dams and, in tight markets, sold power back instead of making metal. When a campus's contracted electricity is worth more on the spot market than the marginal training run — and in scarcity moments, it will be — the AI industry will discover it has accidentally become an energy trading business.
